Balebrine (/balebrine/ [Translation Unavailable]) is a subtropical Large Town located in Amûmo Ræqi Kingdom, Geea County, within the Kingdom of Helsteria.

The name Balebrine is derived from the Sylvin language, as Balebrine was founded by Trënm Tresí Dowd, who was culturaly Sylvin.

Climate

Balebrine has a yearly average temperature of 24°C (75°F), with its average temperature during the summer being a warm 29°C (84°F) and its average temperature during the winter being a cool 20°C (68°F). Balebrine receives an average of 266 cm/y (104 in/y) of precipitation, most of which comes in the form of rain during the summer. Balebrine covers an area of nearly 6 km2 (2 mi2), and an average elevation of 8864 m (-13868 ft) above sea level.

Overview

Balebrine was founded durring the early 15th century in winter of the year 1407, by Trënm Tresí Dowd. The establishment of Balebrine suffered from several major issues, resulting in the need to develop many solutions to basic problems. Problems such as a lack of fresh water, logistical support, poor quality tools, and the odd monster or two. Howeaver, these were overcome in time.

Balebrine was built using the conventions of Sylvin durring the early 15th century. Naturaly, all settlmentss have their own look to them, and Balebrine is no diffrent. The town's buildings feature timber framed wooden shiethed or brick construction, which gives form to a very formalized, rational, expence effishent arcatectural style based on strictly symmetrical designs which universaly feature pitched roofs, shutters, and the occasional column or pilaster for a decorative touch.

Balebrine is buildings are arranged arround a network of restrictive baked earthen streets which form a diagonal shaped grid, where each square verries in size given the proximity of the paralell streets forming each section. The ocasional smaller square has been used to construct a park, plaza, and other communal structures. The town resides behind a palisade wall complete with battlments, a moat, and timber gatehouses with drawbridges. Astonishigly, the robustly designed timber walls are in pristine condishion, as if they had just been finished before you laied eyes upon them.

Balebrine has the unmistakable air of a town on its last legs. Everything is a bit slipshod and ramshackle. Everyone is at work, or drinking. No one has anything in their eyes other than fear and despair. Whatever industry once fueled Balebrine ’s existence has dried up and the town is drifting down the stream of history as it dries up.

Civic Infrastructure

Balebrine has an Office of Civil Groundskeeping, which works to enforce local ordinances relating to the construction and upkeep up of all plant life, water features, and other natural decorations within Balebrine. They are also responsible for the maintenance of these features. Notably, the OCG is not responsible for Balebrine's parks.

Balebrine has an Office of Civil Vicary, which is responsible for providing a livelyhood for all officialy recognised religious figures within Balebrine.

Balebrine has a Parks and Recreation Department, which is responsible for the construction, management, and usage rights for all of its parks and parklands. They are not to be confused with the Office of Civil Groundskeeping as they do not hold authority over nor responsibility for Balebrine's natural decorations nor waterways.

Balebrine has a Guild of Roadworkers, who are responsible for maintaining the roadways and public paths within town. They also have the duty of enforcing all civil laws relating to the roadways.

Balebrine has a public schooling program overseen by the Hall of Sages who has the responsibility of ensuring access to affordable high-quality education in all basic classes (Reading, Writing, Mathmatics, General Sciences, General Arcana, and Social Education) is made available to all citizens.

Balebrine has a public septic system, which allows its citizens to have indoor bathrooms. The septic system is overseen by the League of Sewerkeepers, who posses the legal authority to enforce all laws relating to the septic system, and are also tasked with its maintenance and upkeep.

Cultural Notes

Balebrine's garrison was built using a different architectural style from the rest of the town. The style used is characterized by dynamic designs and complex architectural plan forms; intended to heighten feelings of motion and sensuality, and frequently based on the oval. It made extensive and extreme use of: Grandeur, Contrast, Curves and twists, Rich surface treatments, Gilded statuary, Bright colors, Vividly painted ceilings, Fragmented or deliberately incomplete elements, Large-scale frescoes, Dramatic central projections on an external facade, the use of plaster, stucco, or marble finishing, Illusory effects such as trompe l’oeil, and pear-shaped domes. While beloved by the nobility, the common folk tended to despise the style due to the massive consumption of resources required for even a small building constructed in this style.

Due to the actions of local Kami, winter is skipped in Balebrine.

The Ronus near Balebrine are known to be almost tame, such that they can be put to domestic use.

Balebrine's citizens partake in a curious ritual relating to their local kami. It takes place in autumn and involves destroying a prepared ritual vessel to channel Augury energies of tier 2 via moments of science.
